The saga of the much-maligned
Home information pack continues with the government being forced
to announce yet another delay in the full implementation of the
scheme.
As from 1st August it will only be sellers of homes with four or
more bedrooms that will require a HIP. Ruth Kelly, the minister in
charge of the scheme, explained that this “pragmatic way forward”
was due to there being not enough trained assessors to carry out the
surveys for the compulsory EPS Energy Performance Certificate.
This will mean that only about 12% of the 1 million homes sold in
England and Wales each year will currently need a HIP. Another key
change announced at the same time was that sellers will be able put
their property on the market before obtaining a pack.
There has been no date set for the extension of the scheme to
smaller properties. So a government initiative to achieve clarity to
the buying and selling process seems to have done the opposite.
For now at least, it looks like that a much-prized fourth bedroom
will miraculously become a study or playroom when a home goes up for
sale.
